Jakob Moor, a farmer, and his family settled in the Volga German colony of Moor on 1 July 1766. They are recorded there on the 1767 census in Household No. 2 where he is recorded as a vice-mayor (Beisitzer).

Jakob's sons are recorded in Households No. 7 & 8. It is after this family that the colony was named.

The 1767 census records that Jakob Moor came from the German Kurpfalz area.
